IPI is recruiting an independent Monitoring and Evaluation Consultant to monitor and assess three components of its Türkiye Programme (2024–2027): Freedom of Information (FoI) trainings, the Mentor-Mentee Programme (supporting FoI-request-based journalism), and the Legal Advisory Board’s activities.
The assignment will run from 1 November 2026 to 28 February 2027. At the end of the assignment, the consultant is expected to submit a report and hold a feedback session with the IPI team. This is a paid consultancy assignment
Required qualifications for the independent Monitoring and Evaluation Consultant:
- Demonstrable experience in monitoring and evaluation (M&E), preferably on EU-funded projects
- Knowledge of media freedom, freedom of expression, or freedom of information
- Familiarity with Türkiye’s media ecosystem and dynamics
- Proficiency in qualitative and quantitative data collection methods (interviews, surveys, content analysis)
- Adherence to confidentiality and security protocols when working with sensitive sources (journalists, CSO representatives)
- Strong analytical reporting skills and commitment to high ethical standards
- No prior involvement in the implementation of IPI’s Türkiye Programme, and no other conflict of interest
- Strong written reporting skills in both Turkish and English
